In May 1964, deputy CIA director Richard Helms assured the Warren Commission under oath that the clandestine service had only “minimal information” about accused assassin Lee Harvey Oswald before November 22, 1963.
That was tantamount to perjury, a deliberate falsehood. In other words, a cover story, a story that covers up the facts. In fact, six different CIA code-named operations (HTLINGUAL, AMSANTA, AMSPELL, LIEMPTY, LIENVOY, and LCIMPROVE) monitored Oswald between November 1959 and November 1963 as he moved from Moscow to Minsk to Fort Worth to New Orleans to Mexico City and then to Dallas.
