Did the National Archivist cave to CIA secrecy too?

Here's President Trump's order  on JFK files, otherwise known as Presidential Memorandum for the Heads of Executive Departments and Agencies.

It seems that David Ferreiro, the archivist of the United States also caved into the CIA's extreme and strange claims of secrecy for certain JFK files.
