Then there is the narrative of James Jesus Angleton of the CIA possessing compromising material (rumored to be a photo of J Edgar in an embarrassing pose with his live-in deputy Clyde Tolson). If true, this may have turned Hoover into a pliant tool or puppet of Angleton during the Warren Commission investigation.
The Hoover era (nearly half a century) represents a sad chapter in American history. His persecution of MLK and other black civil rights leaders was the product of a warped mind, the fearful making others fearful, one the biggest banes of humanity. Much points to Hoover in the murder of Malcolm X.
Hoover's original obsession was with anarchists and socialists in the late teens and early twenties whom he terrorized with illegal raids and police brutality. Many were illegally deported. When a young lawyer with the newly formed ACLU, Felix Frankfurter, the future Supreme Court justice, got the government's charges against several defendants dismissed, Hoover called him "the most dangerous man in the United States."
The original source for the photo you mention was allegedly one of the NY mafia families, Gambino or maybe Genovese. That's how the mob controlled Hoover for decades before Angleton got his turn.
The corruption of the FBI and the vigilante nature of the CIA paramilitary groups has brought this country down a horrendous road.
The malignant nature of the Assassinations in the 1960’s stripped the USA of it’s leaders, and silenced voices for growth and change.
The result of these acts leads me to understand that the Intelligence agencies in this country are self serving and don’t act in the general public’s interest but in the interest of the elite.
This disturbing trend continues to this day and contributes to the trauma of the American psyche.
The only remedy I can think of is to release all documents re: the Assassinations and let the public decide going forward.
Hoover was a white supremacist who devoted the FBI's resources to terrorizing and murdering black leaders throughout his career. When pressured to integrate the FBI, he made his chauffeur a special agent. We all know the FBI sent a letter to MLK in an effort to blackmail him into committing suicide. The FBI's hand in murdering Fred Hampton with the Chicago police pulling the trigger was central. A judge in the MLK case believes the FBI arranged the assassination and framed James Earl Ray. Of course, Hoover wanted Malcolm X murdered. Why is this bastard's name still on the FBI building?
The thing that strikes me about Hoover (courtesy of Mark Groubert) is he continued to believe Oswald had not been in Mexico City and was considerably annoyed that he had been misled about the relevant facts.
That Oswald was likely impersonated is powerful evidence of a setup.
And yet Hoover went along with the official story rather than blow the whistle on it.
It just goes to show how no one in official Washington felt they could object to the narrative.
And if you can believe it, that includes Jackie and Bobby Kennedy. 
Hoover of course played a major role in the coverup. I think he probably had advance knowledge of the murder, but he didn't know the details.
Jackie and Bobby were likely too scared for their own lives and the lives of their children to express their real opinions. Allegedly, Jackie married Onassis because she felt he could protect her and her children.
The FBI even spied on Sidney Poitier. Some of his files were recently released under a FOIA request. Retired FBI Special Agent Mike German commented on them.
"Nothing in the files suggest a hint of illegality, violence, or sedition, and the FBI had no business tracking Poitier's First Amendment-protected activities with these groups, much less maintaining this material in its files. No American should ever have had to worry that a powerful government agency would monitor their non-violent political activism, or that it could secretly disrupt their lives without due process." (From "The FBI’s Persecution of Sidney Poitier" in the current issue of Rolling Stone.)
That last sentence reveals perhaps the biggest lie we are told about America: that this is a free country. In a free country, no person would have to worry that a powerful government agency would monitor their non-violent political activism and persecute them for their political beliefs. But we aren't free, and you can bet your arse that if you subscribe to and participate on this site, there's now a file on you, if you didn't already have one. We are operating outside of the spectrum of "acceptable opinion."
What is interesting is what this lawsuit and the MFF lawsuit have in common. Both bring focus on the CIA (or other agencies like the FBI) regarding withholding of documents with key historical facts and info that the American public have the right to know and understand.
Was Hoover any less morally depraved than Lavrentiy Beria, Stalin's head of the secret police? I don't think so. They both terrorized populations and had people imprisoned and murdered for political reasons.
