The Heath memo is quite a find. It shows the CIA, purveyors of assassinations the world over, didn’t buy the lone nut theory from the start. The agency assumed the JFKA required a coordinated, well-financed operation of men, guns and cars that the LN theorists always claimed was implausible.
Of course in CIA fashion, they release this file years after everyone who can verify the details or point to the results of the ‘massive’ internal investigation are long dead.
I seriously doubt Holmes was behind the counter assisting customer Oswald in securing packages. I submit we do not know what exactly was being discussed with Oswald. Your observation regarding postal regulations may be accurate but I suspect not everyone listed in the Warren Report was part of a conspiracy or coverup. Holmes may actually have been trying to clear things up. There are many things we do not know and the majority of these things are probably not as important as things we already do know.
